Registration Procedures

  • European Union citizens (EU), nationals of States parties to the European Economic Area and Switzerland do not need to fulfill any conditions for a period of residence of up to three months other than the need to hold a valid identity card or passport. Direct family members enjoy the same rights. Those who intend to stay in Portugal for over three months must register within 30 days of the end of their first three months in the country at the Town Council (Câmara Municipal) in the area of  residence.   • Union citizens who have resided legally for a continuous period of five consecutive years in the national territory shall have the right of permanent residenceEU Nationals who live in Portugal as family members must ask for a registration certificate at the Town Council where they live. Regime for Foreign Nationals.
  • Family members of Union citizens who are nationals of a third country must apply for a “residence card” from the Serviço de Estrangeiros e Fronteiras in the area where they live, within 30 days of the end of their first three months in Portugal. Before the residence card can be issued, they must present a valid passport, a document confirming the family relationship and the registration certificate of the national of the EEA Member State whom they are accompanying or joining.
  • Other nationalities must submit the residence visa application to a diplomatic mission or consular office, signed by the applicant and accompanied by all necessary documentation.
